In February 2017, the Government published a consultation on airspace policy, proposing a three-tier structure for categorising changes to the design of airspace or the way airspace is used. This includes a proposed category of Tier 2 airspace change where the CAA would have a new decision-making role. Tier 2 changes would be where a change to operational procedures may cause a permanent and planned distribution of air traffic without changing the airspace design.

This document, to be read alongside CAP1520 (Draft airspace design guidance), outlines the content of the Government’s consultation, the CAA’s potential role, and requests fed-back from stakeholders that will contribute to the CAA’s thinking on this matter.
