The CAA consulted in January 2013 on whether Stansted passed the market power test in the Act – the ‘minded to’ market power assessment (MPA).

Conditions in the passenger market appear to have changed in a way that is potentially material since the ‘minded to’ MPA for Stansted airport was published. These changes could, potentially, make a difference to the outcome of the market power test.

The CAA is consulting to give stakeholders the opportunity to make representations on the implications of these changes, or to present new evidence relating to those changes that it would not have been possible for them to present previously.

This is an additional targeted and limited, phase of consultation in relation to the specific matters raised.
