The MOU, read together with the “Statement of Responsibilities” (SoR) it annexes, sets out first in principle and then in full detail the respective responsibilities of DfT and the CAA in relation to UK aviation security policy and regulation, as they stand following the transfer of certain aviation security functions from the former to the latter on 1 April 2014. Stated simply, it explains whether activity X will be undertaken by DfT or CAA, and where an activity is discharged jointly, which parts of that activity are undertaken by DfT, and which by the CAA.
